Hailey Dunn Investigation: Slam Dunk Prosecution?

We have bold words: "slam dunk" prosecution...the investigation continues, a Grand Jury is mentioned yet the weeks go by without an arrest.     Is justice for Hailey finally inching closer?  Was last week's activity a sign of a strengthening investigation, or is the public in for more disappointments and more delays?Is a body necessary for prosecution?  Can't circumstantial evidence be presented
